    Tube Lines has a 30 year Public Private Partnership contract with London Underground for the maintenance and upgrade of the entire infrastructure on the Jubilee, Northern and Piccadilly lines. Together they carry 40% of all London Underground passengers.

    Working on the largest improvement programme the Tube has ever seen, with over £4.5 billion investment, Tube Lines' vision is to deliver an outstanding Tube service for the UK's capital.

    The Challenge

    In early 2007, the Tube Lines HR team recognised that their recruitment strategy was not operating effectively in a market place with a severe candidate shortage. This was mainly due to:

    • A lack of awareness of Tube Lines as a major employer

    • Poor quantity and quality of candidates

    • Over reliance on contractors and other costly resources

    Recommended to Tube Lines in June 2007 Independent RPO undertook a complete recruitment review of Tube Lines' resourcing processes.

    The Solutions

    Auditing of the recruitment function

    In a four week period, Independent conducted over 40 meetings with Directors, managers, HR managers, candidates and suppliers.

    All possible information relating to the recruitment process was collated and audited, resulting in a comprehensive report which was presented to Tube Lines' Senior HR team.

    The report highlighted the strengths and weaknesses of the current recruitment process and provided clear recommendations in a simple, workable format that allowed Tube Lines to see exactly what changes were necessary in order to improve their recruitment process.

    Auditing of the Rewards policies

    Independent also conducted a complete review of Reward (Pay & Benefits) policies and practices from internal consistency and externally benchmarking perspective to identify opportunities to make better cost effective use of resources available within economic and political context

    The Results: A New Resourcing Model!

    Following the presentation of the audit document, Independent RPO was commissioned to assist Tube Lines in developing the most suitable resourcing model to support the strategic business plan.

    Independent also recommended a pragmatic action plan to resolve business critical issues, detailing quick wins and more strategic solutions.
